The Arzamas (disambiguation) District Treasury was a pre-revolutionary financial institution that operated from 1780 to 1918. It was established under the "Institutions for the Administration of the Provinces of the All-Russian Empire" and was directly subordinate to the Nizhny Novgorod Treasury Chamber. It was abolished by a decree of the Council of People's Commissars of the RSFSR on 31 December 1918.[1]
Functions and powers
The treasury collected state revenues and held them under the orders of higher institutions. It had no right to independently make expenditures, collect taxes, write off arrears, suspend their collection, or grant payment deferrals. Its duties included monitoring the timely and complete receipt of revenues, with reports on accumulated arrears submitted to the Nizhny Novgorod Treasury Chamber.[1]
In addition, the treasury performed a wide range of tasks: the sale of stamped paper, stamps, and wrappers, excise-duty certificates and licenses; the issuance of trade and craft permits, tickets for commercial and industrial establishments, and passports for townspeople; the temporary custody of funds belonging to public offices, public institutions, and officials; the transfer of money between towns; and bookkeeping for all revenues and expenditures, with reports submitted to the Nizhny Novgorod Treasury and Control Chambers.[1]
Archival fond
The treasury's documents are held at the State Archive of the Nizhny Novgorod Region (Arzamas) as fond No. 1, inventory No. 1. The fond's chronological span covers 1780–1920, though documentation is missing for a number of periods: surviving materials cover 1780, 1784–1787, 1793–1794, 1798–1802, 1811, 1815–1818, 1829, 1834, 1836–1838, 1840–1844, 1846–1847, 1850–1851, and 1856–1920. The inventory comprises 559 storage units.[1]
The fond includes: administrative documents of the Nizhny Novgorod Treasury Chamber and the state bank; estimates and statements of revenues and expenditures; treasury reports; census returns (revizskie skazki) of landlords' and state peasants, townspeople, and merchants; records of enrollment in the merchant and townspeople estates and of the size of each estate; assessment books for the apportionment and recording of state taxes and zemstvo levies on the taxable population, industrial and commercial establishments. In addition, the fond contains records of the receipt of assessed, land, provision, and other levies, and of arrears; statements on redemption payments; records on the production and trade of salt and wine; statements on the extent of forests and lands by volost in Arzamas Uyezd; records on changes in the composition of the Panovo, Kazakovo, Shatki, Khirino, and Sobakino volosts (1897); and excerpts from inspection reports on the activities of the State Savings Bank No. 301 in Arzamas.[1]
