Process engineer, foreman, mechanic, head of the forging-and-pressing shop, secretary of the party committee at the Teplokhod Plant, head of the mechanical shop. On 16 February 1994 he was appointed 1st deputy head of the Bor district administration. From 1 December 2005 – head of the Bor district administration, his candidacy unanimously confirmed by the Bor district Zemsky assembly. In the Nizhny Novgorod Region, the Bor district is one of the largest districts with a developed economy (its area is 358,400 hectares, with a population of 121,700 people). Known as a leader in attracting investment both in the region and in Russia. In 2003 it was recognized as the winner of the competition for the best small-town development program among the territories of the Volga Federal District.
The Bor district also became the winner of the 2nd All-Russian competition for the financial development of Russia's economy, "Golden Ruble," in the category "Best City of the Russian Federation by Economic Indicators of Financial Development," medium-city category, and took 1st place at the municipal level in the All-Russian competition for the best project on informational and promotional support of housing and utilities reform for 2003. Made a significant contribution to achieving high indicators of the socio-economic development of the Bor district.
