Razumovsky, Alexander Vasilyevich (born April 19, 1952, Kineshma, Ivanovo Region) — a Nizhny Novgorod physician and politician, chief physician of City Clinical Hospital No. 13 in Avtozavodsky District — the largest inpatient facility in Nizhny Novgorod — from 2001 to 2020; Doctor of Medical Sciences, Honored Physician of Russia, and Honorary Citizen of Nizhny Novgorod.[1][2][3]
Traumatology and Regional Healthcare
In 1969 he enrolled in the general medicine faculty of the Nizhny Novgorod State Medical Academy, graduating in 1975.[1][3] He began his career as a junior research associate at the Gorky Research Institute of Traumatology and Orthopedics, in the pediatric orthopedics department; in 1983 he became director of the institute and defended his candidate's dissertation the same year.[2][3]
From 1994 he worked in the regional administration: as deputy director of the Department of Healthcare, then as deputy director of the Department of Labor and Social Protection of the Population, and as chairman of the Committee for the Affairs of the Disabled, Medical and Social Assessment, and Rehabilitation. From 1998 to 2001 he served as Deputy Head of the Nizhny Novgorod city administration for social affairs.[2]
He earned a second degree, in law, in 2000 from the Nizhny Novgorod Law Academy.[1]
Hospital No. 13
He became chief physician of City Hospital No. 13 in 2001 and held the post for nineteen years.[2] By the late 2000s the 1,115-bed facility was the largest inpatient hospital in the city, and its vascular department was included in a federal program.[4]
Under Razumovsky the hospital established a consultative outpatient clinic, preventive check-ups and clinical examinations were conducted in schools throughout the district, and schools received sports equipment. A charitable foundation, "Hospital No. 13," was set up, channeling funds into new neurosurgical technologies and support for the hospital's medical staff.[1]

Deputy
In 2000 he was elected to the Nizhny Novgorod City Duma of the third convocation from district No. 2 in Avtozavodsky District; in 2005 he was re-elected from the same district with 63.95 percent of the vote. In 2015 he entered the Duma on the party list of A Just Russia, and on February 21, 2018, was elected deputy chairman of the City Duma.[3]
On June 27, 2019, he moved to the Regional Legislative Assembly, relinquishing his mandate as deputy and deputy chairman of the City Duma.[3] His work as a deputy in the district centered on healthcare, education, and social protection for residents of Avtozavodsky District.[1]
On October 2, 2020, Razumovsky submitted his resignation as chief physician and took the helm of the hospital's medical council; Sergey Bukhvalov, who had previously headed City Hospital No. 47, was appointed the new chief physician.[5]
Scholarship and Recognition
He is the author of 137 scholarly works, six monographs, four textbooks, and four inventions, and is a full member of the Academy of Medical and Technical Sciences.[1][2] Twice — in 2005 and 2007 — he was a laureate of the Nizhny Novgorod Prize in the field of medicine.[2]
From 2002 to 2019 he chaired the state examination commission of the Nizhny Novgorod Medical Basic College, and in 2014–2015 served on the Public Chamber of Nizhny Novgorod Region.[2] He was awarded the Medal of the Order "For Merit to the Fatherland," Second Class; the title of Honorary Citizen of Nizhny Novgorod was conferred by a City Duma resolution of June 23, 2020.[2]
