Shulpin Aleksandr Mikhaylovich (20 December 1896 / 1 January 1897 — 8 August 1974) was a Soviet economic official, chairman of the Gorky City Executive Committee from 1943 to 1950, and a construction professional by trade.[2]
Biography and Education
Born in the selo of Vasilyovo, now the town of Chkalovsk in Nizhny Novgorod Region. He graduated from the Kovrov Technical Railway School in 1914, then from the Moscow Higher Engineering and Construction School in 1932. Between 1914 and 1931, he worked on construction projects in Vasilsursk, Lyskovo, and Nizhny Novgorod, progressing through the positions of foreman's assistant, technician, and site supervisor.[2]
Career and City Leadership
From 1936 to 1939, Shulpin headed a construction group and subsequently the architectural and planning department. From 1939 to 1941, he served as deputy chairman of the Gorky City Executive Committee, and from 1941 to 1943 as deputy chairman of the Gorky Regional Executive Committee. From 1943 to 1950, he led the Gorky City Executive Committee. Between 1947 and 1950, he was a deputy of the Supreme Soviet of the RSFSR, 2nd convocation. He was awarded the Order of the Red Banner of Labour (2 April 1943).[2]
Arrest, Release, and Later Years
In 1950, he was brought under criminal prosecution as part of the so-called "Leningrad Affair" and arrested. After his release in 1952, he returned to Gorky and resumed work in construction organizations. From 1954 to 1956, he held the position of first deputy chairman of the Gorky Council of the National Economy, and from 1956 to 1959 served as head of the construction and architecture department of the Gorky City Executive Committee. He lived in Gorky and Bugrovsky Cemetery Cemetery.[2]
