Chief physician of the Municipal Public Healthcare Institution "City Clinical Hospital No. 12" of the Sormovsky District. Deputy from single-mandate electoral district No. 5 of Nizhny Novgorod Oblast. Now serving his second term in the Legislative Assembly of Nizhny Novgorod Oblast. Was a deputy of the III convocation (2002–2006), and is currently a deputy of the IV convocation (2006–2011).

In the interests of Sormovo residents, to pursue increased funding for the social sphere — education, medicine, culture; to pursue improved quality of medical care for the population of the Sormovsky District; to pursue full staffing of the district's hospitals and clinics with medical personnel; to take part in implementing national priority projects in healthcare, education, culture and physical education; to actively participate in developing and improving the legislative basis of the national "Affordable Housing" project; to initiate amendments and additions to certain articles of the Nizhny Novgorod Oblast Law "On Measures of Social Support for Veterans" and additions to the federal law "On Veterans"; the Nizhny Novgorod Oblast Law "On Measures of Social Support for Large Families"; to work actively on the draft law "On the Patriotic Education of Citizens of Nizhny Novgorod Oblast".

Member of the Scientific Society of Surgeons of Nizhny Novgorod Oblast, member of the Edinaya Rossiya party.

Charity

For several years, every six months he has arranged newspaper and magazine subscriptions for members of the Society of Disabled Wheelchair Users of the Sormovsky District (38 people). His reception office continuously receives books from the public — more than 1,000 volumes of these have been donated to rural libraries (O. Noskova's "The Right Word" program), and more than 500 volumes have been given to the Social Center of the Sormovsky District.
