2004-2005: head of the veterinary administration of Vyksa District. Chairman of the coordinating council of the GUNO "State Veterinary Administration" for the western zone of Nizhny Novgorod Region. In 2004 a new interdistrict veterinary laboratory opened in the town of Vyksa, along with emergency veterinary aid at the district's State Veterinary Administration. By decision of the Veterinary Department of the Russian Federation, he was sent to work in China and Ukraine.
