Previous places of work
From 1957 — investigator of the investigative department of the UOOP of the Sakhalin regional executive committee (specialization — economic crimes), militia sergeant major. From February 1958 — militia lieutenant. From 1961 — senior investigator and senior lieutenant. In 1961 he entered the postgraduate program (adjunkt) of the Higher School of the Ministry of Internal Affairs of the USSR. From 1964 — head of the investigative department of the UOOP of the Sakhalin regional executive committee. From 1965 to 1974 — associate professor, head of department, deputy head of the Omsk Higher School of the Militia of the Ministry of Internal Affairs of the USSR for academic and research work.
During these same years, for 7 years — host of the TV program "Man and the Law" on Omsk Television Studio, the country's first monthly (2 issues per month) regional legal program. The same studio, together with the Omsk Drama Theater, staged the play "People Must Be Trusted" based on his script. Head of the state and law section of the Omsk regional organization of the "Znanie" ("Knowledge") society, delegate to the VI All-Union Congress of that society in the Kremlin. From 1974 to 1996 — founder and head of the Department of Criminal Procedure of the NVSh (Nizhny Novgorod Higher School) of the Ministry of Internal Affairs of the USSR.
Main areas of research activity
Criminal procedure, management in social and economic systems (legal sciences), organization of law-enforcement activity, goal-setting in criminal proceedings (the purpose of criminal procedure, the tasks and mission of criminal proceedings, criminal-procedural functions and the task-functions of the bodies participating in criminal proceedings), the principles of criminal procedure as a branch of state activity, the systems approach (tectology, general systems theory, and systems analysis) in researching problems of criminal proceedings and the court system.
Key facts of his activity
Founder and longtime head of the Nizhny Novgorod School of Procedural Scholars, the only school in UNN officially recognized as a "leading scientific-pedagogical school" in the field of jurisprudence. Author and co-author of no fewer than 500 publications — monographs, textbooks, teaching and practical manuals, popular-science and literary works, Commentaries to the RSFSR Code of Criminal Procedure, the Russian Federation Code of Criminal Procedure, the Russian Federation Criminal Code, and to the Law on Private Detective and Security Activity (the first commentary to that law in the country). V.T. Tomin has been involved in the defense of no fewer than 11 doctoral and more than 30 candidate dissertations (as academic supervisor) in the specialties of "management in social and economic systems" (legal sciences), "criminal procedure," and "organization of law-enforcement activity."

Longtime member of dissertation councils at the Nizhny Novgorod Higher School of the Ministry of Internal Affairs of the USSR and at Kazan State University; in 2006–2007 — chairman of the doctoral dissertation council at UNN named after N.I. Lobachevsky; since 2008 — member of the joint dissertation council DM 212.245.10 at the North Caucasus State Technical University. Member of the Coordinating Council of the International Union of Jurists (successor to the Union of Jurists of the USSR). Chairman of the executive committee of the Union of Nizhny Novgorod Jurists. President of the Nizhny Novgorod branch of the International Police Association. Member of the Presidium of the International Association for the Promotion of Justice.
Member of the editorial board of the journal "Sledovatel'" ("The Investigator"), academic and executive editor, member of the editorial boards of many other publications and academic collections. Honored Worker of Higher Education of the USSR. Laureate of a USSR Ministry of Internal Affairs prize. Listed in the anniversary book of honor of the USSR Ministry of Internal Affairs. Laureate of the prize of the International non-governmental association — Union of Jurists "For Achievements in Legal Science." Laureate of the City of Nizhny Novgorod prize in the field of higher education.
