Stakhanovsky Settlement is a residential settlement within Avtozavodsky District of Nizhny Novgorod. The settlement's name, linked to the Stakhanovite movement, is characteristic of the Soviet era. In an archival photograph from 1950 the settlement already existed as an established residential area, which indicates that it was formed in the first postwar years.[1]

Streets

Several streets are located in the settlement. Matyushenko Street runs parallel to Orekhovskaya Street. Gaidar Street (formerly Shkolnaya) is a continuation of Yuzhnoye Highway.

Part of Stakhanovsky Settlement was designated by the General Plan as a zone for multistory housing construction, but residents succeeded in getting this decision revised: in September 2019 the land use and development commission of Nizhny Novgorod Region supported a resident-initiated rezoning to individual housing construction (IZhS); completion of all the necessary procedures was planned for March 2020. Since 2017, owing to changes in federal legislation, local government bodies stopped issuing permits for the construction of private houses in the part of the settlement that was classified as a multistory development zone — this left residents in legal limbo and became one of the reasons for the fight to have the territory moved into the IZhS zone. Marina Rakova, director of the Department of Urban Development and Agglomeration Development of Nizhny Novgorod Region, noted that the rezoning and the adjustment of the land use and development rules were carried out in parallel in order to speed up a decision long awaited by residents.[2]
