Rudolf Ivanovich Polovinkin (born January 3, 1938, in Gorky) is a zootechnician and agricultural enterprise manager, Honored Worker of Agriculture of Russia; from 1987 he headed the open joint-stock company Nizhegorodptitsa [1]. By 2015, when the company was removed from the register, he was no longer listed as general director [2]. Prior to that, he had worked in Cuba, headed district agriculture, the Vorsma poultry plant, and the Pavlovo city executive committee [1].

From Cuba to Pavlovo

He graduated from the Gorky Agricultural Institute in 1960 as a qualified zootechnician [1]. In 1961–1962 he worked in Cuba; he has retained his Spanish ever since [1].

From 1970 to 1977 he served as head of the agriculture department of Pavlovsky District, then spent two years as director of the Vorsma Poultry Plant, and from 1979 to 1987 served as chairman of the Pavlovo city executive committee [1].

In 1987 he became head of Nizhegorodptitsa — the association responsible for poultry farming in the Region [1]. He has been awarded the Order of the Badge of Honor, the medal "For Valiant Labor" issued on the centenary of V. I. Lenin's birth, the title "Veteran of Labor," and certificates of commendation from the Ministry of Agriculture of Russia and the Governor of the Region [1].

What Became of Nizhegorodptitsa

The open joint-stock company "Nizhegorodptitsa" was registered on 21 April 1993 by the municipal property management committee of the administration of Nizhny Novgorod [2].

On 13 March 2015, the company was struck from the unified state register of legal entities as inactive — the quietest way to disappear: no liquidation, no bankruptcy, just a decision by the tax inspectorate of Nizhny Novgorod District [2].

By that point, Polovinkin was no longer listed as general director in the register [2].

Vorsma Poultry Farm

The poultry plant in Vorsma that Polovinkin managed in the late 1970s outlasted both Nizhegorodptitsa and the change of eras: the joint-stock company "Poultry Plant 'Vorsmenskaya'" was registered by the administration of Pavlovsky District on 21 December 1993 and remains on the register to this day, but has been undergoing bankruptcy proceedings since December 2020 — from September 2024, a court-appointed insolvency administrator has been managing the company's affairs [3][4].

In the same Pavlovsky District where he began his career as a manager, the plant remains one of the older agricultural enterprises [3].

Both enterprises were incorporated as joint-stock companies in the same year — 1993: Nizhegorodptitsa was registered by the city property management committee in April, and the Vorsma poultry plant by the administration of Pavlovsky District in December [2][3].

Two ends of one industry

The exclusion of a dormant legal entity is not the same as liquidation: Nizhegorodptitsa's register entry shows neither a liquidation committee nor an insolvency administrator — the last entry records its exclusion by decision of the tax inspectorate [2].

The Vorsma poultry plant went through the same period differently: the joint-stock company incorporated in December 1993 retained its registration, but has been in bankruptcy proceedings since December 2020 [4].
