The Office of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing for Nizhny Novgorod Region (Rospotrebnadzor of Nizhny Novgorod Region) is the regional territorial body of the federal supervisory agency. It is located at 1 Turgenev Street, Nizhny Novgorod. The agency carries out sanitary and epidemiological surveillance, food safety oversight, and consumer rights protection across the Region. The head of the Office is Nataliya Kucherenko.[1]

Epidemiological Surveillance

The Office conducts continuous monitoring of infectious diseases in the Region. Agency laboratories track pathogens responsible for acute respiratory viral infections, influenza, intestinal infections, and other illnesses. According to the head of the Office, Nataliya Kucherenko, the laboratories' capacity allows for rapid identification of which specific pathogens are currently circulating — rhinoviruses, RSV, adenoviruses, parainfluenza, mycoplasma, and others.[1]

Rospotrebnadzor has identified territories of Nizhny Novgorod Region that are endemic for tick-borne viral encephalitis: Bor, Dzerzhinsk, Navashino, Semyonov, and Shakhunyа, as well as the Balakhninsky, Bogorodsky, Vetluzhskiy, Gorodetsky, Dalnekonstantinovsky, Kstovsky, Lyskovsky, Sokolskiy, Tonshaevskiy, and Urenskiy Districts — fifteen administrative territories in total. Vaccination against tick-borne encephalitis is recommended for residents of these territories and for tourists planning to visit them.[2][3]

Food Safety Oversight

The Office conducts inspections of food products for dangerous microorganisms, heavy metals, pesticides, and foreign contaminants. In August 2025, the agency organized an inspection of canned beans following an incident in which 17 people were hospitalized in Nizhny Novgorod — 12 of them admitted directly to intensive care — as a result of botulism in canned goods, with 172 tonnes of product withdrawn from circulation. Specialists from the food hygiene surveillance department collected bean samples from various manufacturers and carried out laboratory testing for pathogenic bacteria.[4]

Oversight of Swimming Areas

Each year before the beach season, the Office inspects the Region's bodies of water for suitability for swimming based on sanitary and bacteriological indicators. In the summer of 2026, Meschera Lake was excluded from the list of approved Nizhny Novgorod beaches. The agency reported that beaches on Bolnichnoye and Sortirovochnoye Lakes, on the lakes of Avtozavodskiy Park, on Silikatnoye Lake, on Yurasovskоye Lake in Bor, and at a number of other water bodies had passed inspection; at the same time, violations of bacteriological standards were recorded at Verkhniy Pond in Vyksa. Following complaints from residents about cercariae in Svetloyar Lake, the Office forwarded the information to the veterinary committee for further investigation.[5]

Educational Activities

In March 2026, the Nizhny Novgorod Region branch of Rospotrebnadzor launched an educational project called "The Adventures of Petya Lentyayev" — a comic book series for children developed by agency specialists with age-appropriate considerations in mind. The first issue is devoted to the topic of microbes and ways to protect against them. Subsequent issues were planned on the topics of proper food storage, vaccination, and creating a safe home environment. The comics are published on the department's official VKontakte page.[6]
