The Press Service of the Governor and Government of Nizhny Novgorod Region is a structural unit of the region's executive branch that handles information exchange between the governor and the regional government on the one hand and the mass media on the other. It is located at: Nizhny Novgorod, Kremlin, Building 1.[2][3]

History and Structure

The unit has gone through several stages of reorganization. In the early 2000s, the functions of a press service were performed by the Public Relations Department of the Administration of the Governor of Nizhny Novgorod Region, which included the Organizational and Coordination Division of the Press Service and the Division for Work with Press Secretaries.[1] From 2005, the unit received its own name — the "Press Service of the Governor and Government of Nizhny Novgorod Region"; it included a division for operational information, PR projects, and support for official events.[1] In 2009–2011, the structure was called the Department for Cooperation with the Mass Media (Press Service) of the Governor and Government of Nizhny Novgorod Region, with a Division for Operational Information and Coordination of the Government's Information Activities.[1]

Functions and Activities

The press service distributes informational announcements about the activities of the governor and members of the government, organizes the work of the citizens' reception office, and announces personal appointments with the governor's deputies.[2] Official comments on key regional events are issued in its name — in particular, materials devoted to preparations for the 800th anniversary of Nizhny Novgorod and to programs supporting entrepreneurship.[4][5] The press service's releases are republished by district administrations and local media throughout Nizhny Novgorod Region.[2][3]

Press service staff coordinated the work of the governor's deputies' press secretaries. In 2008–2009, this function was performed, among others, by Aleksandr Vladimirovich Pichugin, who held the position of division head.

Leadership

Among the well-known heads of the unit is R. V. Skudnyakov, who led the press service until 2017 and handled inquiries regarding the quality of press releases and the work of staff.[2] In April 2018, functions in the sphere of information policy were consolidated in the Department of Information Policy and Media Relations of Nizhny Novgorod Region, headed by Olga Aleksandrovna Barinova, who had previously risen from lead specialist in the press service department to deputy minister in the relevant ministry.[1]
