Stages of implementing the election platform
The Committee on Ecology and Environmental Management, which she chairs, put forward a proposal to grant law enforcement bodies, by law, the specific powers necessary and sufficient to effectively suppress and prevent violations in the field of environmental protection and to genuinely support environmental police within the structure of the public safety police, by introducing corresponding amendments to the Law of the Russian Federation "On the Police" and the Code of the Russian Federation on Administrative Offenses. Likewise, on the committee's initiative an amendment was introduced to article 3.8 of the Code of Administrative Offenses of Nizhny Novgorod Region, "Contamination of Areas Related to the Operation or Repair of Vehicles," adding to it a Part 5 establishing liability for washing vehicles in the courtyards of residential buildings, on streets, and within the boundaries of green zones.
For committing such an offense it is proposed that offenders be held liable through an administrative fine: for individuals, in the amount of 3 to 10 minimum wages; for legal entities, 10 to 30 minimum wages. Currently under consideration is the possibility of granting Dubki Park, where construction of a shopping and entertainment complex is planned, the status of a regional nature park, in order to preserve the unique park area in a major industrial district. The Committee on Ecology and Environmental Management and the Legislative Assembly's Public Relations Department, with the aim of drawing the attention of the public, the media and tourism-industry businesses to the task of fostering an environmentally responsible, careful attitude toward wildlife and of realizing the region's potential for developing ecological tourism, initiated a journalism competition, "ECOTOUR-2006".
