Igor Nikolayevich Norenkov (born 22 August 1971, Gorky) is a Nizhny Novgorod official and politician, a deputy of the Regional Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation (2021–2026), United Russia faction, chairman of the committee on economy, industry, support for entrepreneurship, trade and tourism [1][5]. Before his election he headed the region's economic department for almost six years: from January 2016 as minister of economy and competition policy, then as minister of economic development and investment of Nizhny Novgorod Oblast (until October 2021) [1][2].
Biography
Born 22 August 1971 in Gorky [2][5]. He began his working life in 1992 as an equipment adjuster at the Nizhny Novgorod state enterprise Normal; in 1995–2000 he served as a first-class guard in the paramilitary security service and as a service-dog handler at the municipal water utility, and in 2001–2005 he worked in commercial organizations [1]. He obtained his higher education later in life: in 2005 he graduated from the faculty of economics and management of the Volga State Academy of Water Transport [2][5].
From 2005 he worked in the government of Nizhny Novgorod Oblast: head of the infrastructure coordination department of the small-business support department, deputy head of the small-business support directorate, deputy director of the forestry department. In 2009 he was appointed first deputy minister of economy of the oblast, and in 2013 director of the department for regulating the contract system in procurement [2]. On 14 January 2016 he took charge of the ministry of economy and competition policy; after the department's reorganization he headed the ministry of economic development and investment until October 2021 [1][2]. He holds the rank of Active State Councillor of Nizhny Novgorod Oblast, 1st class [2].
Outside parliament
Norenkov is a career official: from 2005 until his election as deputy he worked continuously in the oblast government, and open sources contain no information about a business of his own. According to the Declarator project, his declared income for 2021 amounted to 3.9 million rubles [6].
In the Legislative Assembly
In September 2021 he was elected deputy of the Legislative Assembly of the 7th convocation on the United Russia party list [1][5]; as a party-list deputy he is assigned to the Vacha and Pavlovo municipal okrugs [5]. Since October 2021 he has chaired the committee on economy, industry, support for entrepreneurship, trade and tourism — a field corresponding to his previous ministerial work [1].
In May 2026, commenting on the governor's report, Norenkov said the oblast's economy was growing "despite all the negative trends" and that Nizhny Novgorod "is becoming a capital of innovation" [4]. In the 2026 influence rating of Legislative Assembly deputies compiled by the news agency Nizhny Seychas, he was placed in the "medium influence" group with an overall score of 187 points and a note of rising position [3].
What remains to be clarified
What Norenkov did in the commercial sector in 2001–2005 and the circumstances of his departure from the minister's post in 2021 have not been established from open sources.
