The Territorial Center for Disaster Medicine of Nizhny Novgorod Region is a regional medical organization that coordinates emergency and air ambulance medical care across the Region. It has been operating since at least 2007. In July 2005, the operational headquarters of the Ministry of Health of Nizhny Novgorod Region was set up at the territorial disaster medicine service to coordinate all of the Region's medical services during the days of commemoration of Seraphim of Sarov and Makary Zheltovodsky in Diveevo and Makaryevo. As part of the medical support for these events, the center fielded two round-the-clock emergency response teams and had the capacity to use helicopter transport for the emergency evacuation of casualties. To reinforce district medical facilities during the mass gatherings, the center's specialists were sent to hospitals in Arzamas, Diveevo, Ardatov, Pervomaysk, Voznesenskoye, Lyskovo, and Bor, where more than 600 beds were held in reserve in case a large number of casualties needed care at the same time.

During the days of commemoration of Seraphim of Sarov, more than 600 people received medical assistance, including 68 children; this experience was taken into account in organizing medical support for subsequent pilgrimage celebrations in the region. In preparing for the days of commemoration of Makary Zheltovodsky and Unzhensky, the Wonderworker, in August 2005, the Nizhny Novgorod disaster medicine service gave the Lyskovo Central District Hospital two boats, provided by the administration of Lyskovsky District, for the emergency transport of patients across the Volga. In Makaryevo itself, five ambulance teams were on duty around the clock during the festivities, including two emergency response teams of the disaster medicine service, and three medical stations were also set up and operated around the clock.[3][3][3][2][2][2][1]

Activities

The center's tasks include organizing assistance for victims of road traffic accidents and evacuating seriously ill patients by air ambulance. As of the end of 2007, two highway ambulance teams were working in Nizhny Novgorod Region, on the Nizhny Novgorod–Arzamas route (the settlement of Novinki) and the Nizhny Novgorod–Kirov route (the settlement of Linda). In the first 11 months of 2007, these teams made more than 750 callouts and assisted about 1,000 road accident victims.[1]

In December 2007, under the national priority project "Health," the center received two ambulances equipped for providing emergency medical care and transporting casualties to hospitals. At the same time, under the Federal Targeted Program "Improving Road Safety," the center was given training equipment for practicing first aid skills. These simulators were intended for training rescuers, firefighters, militia (police) officers, public transport drivers, and several other categories of workers.[1]

Air Ambulance

The center coordinates the region's air ambulance service. Since September 2018, the center's crews have made more than 2,600 flights and evacuated more than 2,400 critically ill patients, including 272 children. In the first half of 2026 alone, the air ambulance made about 150 flights and delivered more than 130 patients in serious condition to hospitals.
