Nikolai Ivanovich Maslennikov (1921–?) was a Soviet party and state official, First Secretary of the Gorky Regional Committee of the CPSU from 18 April 1968 to 7 May 1974, born in Nizhny Novgorod.[1]
Biography and career before the regional committee
He was born in 1921 in Nizhny Novgorod into a worker's family. After finishing secondary school in 1939, he enrolled at the Gorky Industrial Institute. During the Great Patriotic War he worked as an assembly fitter at the Sokol Aircraft Manufacturing Plant; in 1941 he volunteered for the Red Army and studied at the Leningrad Air Force Academy, but in 1943 was demobilized on medical grounds. In 1944–1945 he worked as a cultural affairs officer at the Staraya Pustyn in Gorky Region. In 1948 he graduated from the automotive and tractor faculty of the Gorky Industrial Institute.[1]
From 1948 to 1961 he worked Red Etna in Gorky, successively holding the posts of senior technologist, shop superintendent, deputy head of a production building, chief mechanic, and secretary of the plant party committee. In 1951 he joined the CPSU. From 1961 he moved into party work: he was second, and from 1965 First Secretary, of the Gorky City Committee of the party, and head of a department of the regional committee.[1][3]
Leadership of Gorky Region
As First Secretary of the Gorky Regional Committee of the CPSU, Maslennikov succeeded Konstantin Katushev, who had been transferred to Moscow. He led the region for six years, from April 1968 to May 1974. After leaving the post of First Secretary he was appointed Deputy Chairman of the Council of Ministers of the RSFSR and Chairman of the State Planning Committee (Gosplan) of the RSFSR.[1]
He was a deputy of the Supreme Soviet of the USSR from 1970, and a deputy of the Supreme Soviet of the RSFSR of the 8th, 9th, 10th and 11th convocations. He was a member of the CPSU Central Committee from 1971.[1]
Awards and memory
Maslennikov was awarded two Orders of Lenin, the Order of the Red Banner of Labour, and a number of medals.[1][3]
On 2 December 2021, a memorial plaque was unveiled at house No. 1 on Minina Street in Nizhny Novgorod — the "obkom house" where the region's top officials lived — honoring the three first First Secretaries of the Gorky Regional Committee of the CPSU: Katushev, Maslennikov, and Khristoradnov. The plaque was initiated by the board of the regional public organization "Nizhny Novgorod Fellowship in the Capital"; all three had been transferred from the regional post to a promotion in Moscow.[2][3]
