The national project "Long and Active Life" is a Russian federal program launched in 2025 and aimed at increasing the healthy life expectancy of citizens, developing preventive medicine, and improving access to medical care. In Nizhny Novgorod Region, implementation of the national project covers the construction of medical infrastructure, the development of air ambulance services, and the opening of specialized centers.[1][2]

Public Awareness Measures

As part of the national project, the Ministry of Health of the Russian Federation launched a public campaign aimed at motivating citizens to undergo medical check-ups (dispanserizatsiya) and preventive examinations. Campaign materials are rotated on federal television channels, radio stations, and the internet; outdoor advertising is also planned on both digital and static displays.[1]

Implementation in Nizhny Novgorod Region

On September 15, 2026, a new helipad for air ambulance services began operating on the grounds of the Health Quarter (Kvartal Zdorovya) hospital complex in Nizhny Novgorod. The facility, which took seven months to build, was constructed on the initiative of Governor Gleb Nikitin as part of the flagship Health Quarter project, which brings together the Nizhny Novgorod Regional Children's Clinical Hospital (NODKB) and the Academician B. A. Korolev Specialized Cardiac Surgery Clinical Hospital, a research institute. Before the helipad opened, emergency patients delivered by helicopter first had to be landed at the Regional N. A. Semashko Hospital and then transported by ground vehicle. Deputy Governor Andrey Checherin described the launch of the helipad as a contribution to meeting the national project's goals of speeding up medical care and making it more accessible.[2]

On September 29, 2026, the Hematology and Chemotherapy Center opened at the N. A. Semashko Nizhny Novgorod Regional Clinical Hospital as part of the same national project. It is a specialized unit that combines diagnostics, outpatient and inpatient care, and high-tech treatment for patients with blood diseases. Under the national project, 13 health centers for patients over 18 have been created in Nizhny Novgorod Region at the region's medical institutions; the centers assess the body's functional and adaptive reserves, inform patients about risk factors, and produce a forecast of their health, and after the examination each patient is given a "Healthy Lifestyle Card" with personal recommendations. Diagnostics at the health centers use rapid methods and take from 40 to 70 minutes; patient information is stored in a database for later assessment of changes in their condition, an in-depth preventive consultation follows the examination, and, if necessary, the patient is referred to specialist physicians or to "Patient Schools."

Since the beginning of 2026, about 5,100 residents of the region have visited the health centers in Nizhny Novgorod Region; another 3,700 people underwent examinations and consultations at their workplaces during outreach visits by medical staff. In January 2026, about 85,000 people took part in preventive measures, 10,000 of them at their workplace or place of study; one in four of those examined was referred to the second stage of dispanserizatsiya.[3][3][3][3]

Under the federal project "Fight Against Diabetes," part of the national project, almost 5 billion rubles in additional funding is being directed to Russia's regions in 2026–2027 to provide children, adolescents, and pregnant women with diabetes with portable continuous glucose monitoring systems; about 270,000 such systems are planned to be purchased in total, which will be provided free of charge to more than 50,000 children and tens of thousands of pregnant women.[4]
