Merchant Nemchinov's residential wing is a wooden three-storey residential building built in 1846, located at 17 Nizhegorodskaya Street, a cultural heritage site of regional significance. The building is Architectural Monuments of Nizhny Novgorod and is among the state-protected sites of the Nizhny Novgorod Region.[4]
Characteristics of the building
The wing was built in 1846. The building is wooden, has three storeys, a total area of 151.9 m², and a land plot of 304 m². As of the latest available data, all utility connections — electricity, water supply, sewerage, heating and gas supply — are absent. The property was registered in the cadastre on 5 July 2011, the building's cadastral number is 52:18:0060052:225, the cadastral value of the property is about 1.45 million rubles, and of the land plot — about 2.6 million rubles. The site is under the protection of the State Heritage Protection Authority of the Nizhny Novgorod Region.[4]
Seizure from the owner
For a long time the building was in poor condition. The Directorate for State Protection of Cultural Heritage repeatedly issued warnings to the owner, which were ignored. In June 2023 the agency filed a lawsuit seeking the seizure of the wing.[3] According to the case files of the Nizhny Novgorod District Court, the owner of the buildings was Elena Kazmina — the owner of the "L-Med" chain of clinics in the Vladimir and Nizhny Novgorod regions. In March 2024 the court ruled to seize the wing along with two other cultural heritage sites — the residential building at Nizhegorodskaya, 19/29, and the residential building at Yaroslavskaya, 13. After the ruling took effect, the sale of the buildings at auction was planned; part of the proceeds was to be reimbursed to the former owner.[2]
Sale and restoration plans
In February 2026 the wing was sold at auction together with the neighboring building (Nizhegorodskaya, 19/29). The buyer was OOO "Stroy-Riealti i K", part of the "Luidor" group. During the auction the starting price of the wing rose from 1.64 million to 12.09 million rubles; the second property rose in price from 7.3 million to 17 million rubles — together the two monuments sold for 29 million rubles. Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov said that the investor plans to restore both properties by 2030; how exactly the wing will be used after restoration is for the new owner to decide independently.[1] On the website of the "Nasledie.dom.rf" program the maximum restoration deadline for the property is listed as 24 October 2029.[4]
