Dmitry Alexandrovich Malukhin (born August 16, 1970, in Katav-Ivanovsk, Chelyabinsk Region) is a deputy of the Legislative Assembly of Nizhny Novgorod Region since 2006[2]. In the VII convocation (2021–2026) he was elected from single-member constituency No. 17[1], belongs to the "United Russia" faction, and is general director of OOO "Mayak"[12].

Biography

From 1987 to 1988, Malukhin worked as a fitter repairing instrumentation and automation equipment at the Krasnoye Sormovo plant named after Zhdanov. In 1993 he graduated from the Gorky Polytechnic Institute (foundry production), and in 2003 from Lobachevsky State University of Nizhny Novgorod (management). He is married and is raising a daughter[2].

Outside parliament

Since 1998 Malukhin has headed the Nizhny Novgorod garment enterprise "Mayak"[2]. The building of merchant Sergei Rukavishnikov's bank, where garment production operated from 1915 to 2015 and which is known as the "Mayak" garment factory, was transferred from federal to regional ownership in 2017; earlier the regional government had planned to create a "Mayak" cultural and technological cluster there for Nizhny Novgorod's anniversary in 2021[8].

In June 2020, Kommersant Nizhny Novgorod reported that a group of owners led by Malukhin had put three buildings near the former factory up for sale. The deputy told the outlet: "It is still unclear to us what the region wants. I don't know the final concept for 'Mayak,' what will come of it…"[8].

In the Legislative Assembly

In the committee lists approved on March 23, 2006, Malukhin is listed as a member of three committees, including the committee on regional state power and local self-government[4]. On April 12, 2006, at the first meeting of the committee on ecology and environmental management, he was elected deputy chairman[3], and on September 27, 2007, the Legislative Assembly of Nizhny Novgorod Region confirmed him as chairman of the committee on rules of procedure and deputy ethics[5].

In the September 18, 2016 elections, Malukhin led in constituency No. 17 with 83.95% of the vote (regional election commission data as of 23:00); the constituency included the Vadsky, Dalnekonstantinovsky, Lukoyanovsky, Perevozsky, Pochinkovsky, and Shatkovsky districts[6]. In 2021 he again won this constituency with 46,073 votes[1].

In 2020, Malukhin chaired the committee on regional state power, local self-government, and rules of procedure[9], and he remained its head when, on August 18, 2021, Kommersant reported on the committee's discussion of amendments proposed by speaker Yevgeny Lyulin: it was proposed that a deputy could be expelled from a committee for three consecutive absences from meetings without valid reasons, by decision of a majority of committee members[7]. Malukhin declined to discuss his colleagues' absences: "That is each deputy's personal business," he said, adding that a deputy working on a permanent basis is obliged to carry out the work in full[7]. In the VII convocation the committee is chaired by Vladimir Pakov[12].

On February 25, 2020, Malukhin held a reception for citizens at the administration of Pochinkovsky District: topics included roads, and mothers from three villages asked for playgrounds[11].

Awards and assessments

On May 29, 2025, at a session of the Legislative Assembly, Malukhin was presented with the Certificate of Honor of Nizhny Novgorod Region and the Federation Council's honorary badge "For Services in the Development of Parliamentarism"; the ceremony was attended by Governor Gleb Nikitin, Yevgeny Borisovich Lyulin, and senator Alexander Weinberg[10].

In the "Nizhny Seychas" deputy influence rating in October 2024, Malukhin had 85 points and was placed in the "Medium influence" group[13], while in the August 20, 2026 edition he ranked 31st with 60 points in the "Outsiders. Weak influence" group[12]. In the outlet's April 21, 2026 review of the convocation, he was included among the 19 deputies who are businessmen and top managers[14].
