Irina Anatolyevna Makarova (born January 14, 1964) is a deputy of the 7th convocation of the Legislative Assembly of Nizhny Novgorod Region[4], elected to parliament on the United Russia party list and a member of its faction[1]. Her main place of work is head of Polyclinic No. 2 of the Federal State Budgetary Healthcare Institution "Clinical Hospital No. 50" of the Federal Medical-Biological Agency of Russia[1]; the hospital is located in the closed city of Sarov[2]. She is a general practitioner of the highest qualification category[2]. On her work as a deputy in electoral district No. 15 she has reported, among others, to residents of Diveyevo[3].

Biography

She was born on January 14, 1964. In 1987 she graduated from the N. N. Burdenko Voronezh State Medical Institute[1].

In the directory of the Federal State Budgetary Healthcare Institution "Clinical Hospital No. 50" of the Federal Medical-Biological Agency of Russia, Makarova is listed as head of the polyclinic and a general practitioner of the highest qualification category[2]. In its overview of the 7th convocation of the regional parliament, the outlet "Nizhny Seychas" placed her among three deputies who are public-sector employees[4].

Outside parliament

On January 24, 2023, Makarova, together with Igor Lashmanov, chief physician of Clinical Hospital No. 50, showed journalists the renovated infectious-disease unit of Polyclinic No. 2, where patient flows had been separated. "Our polyclinic has two entrances," the head physician explained[5]. Previously, visitors with signs of viral infections and patients of specialist doctors had crossed paths in the cloakroom and on the stairwells[5]. As of January 2023 the infectious-disease unit received patients from 7:00 a.m. to 2:30 p.m., with up to 700 patients visiting the polyclinic per shift; Makarova noted at the time that the reception window could be extended once that schedule had been tested and patient flows identified[5].

In 2023-2024 Makarova headed a Sarov project for disease prevention and early detection, a presentation of which is posted on the website of the "Women for a Healthy Society" program: the team included medical staff of Clinical Hospital No. 50, employees of the Federal State Unitary Enterprise "RFNC-VNIIEF," and activists of the ANO "Territoriya Zaboty" (Care Territory); among the stated results were more than 300 people who underwent a comprehensive examination at Polyclinic No. 2[6]. The hospital reported Makarova's participation in the strategic session "Women for a Healthy Society: Cooperation Without Borders," held as part of the Eurasian Women's Forum, on September 20, 2024[7].

In the Legislative Assembly

On April 25, 2023, at the central library of the Diveyevo municipal district, Makarova reported on her work as deputy for district No. 15 for 2022 as part of the United Russia faction's reporting campaign[3]. According to the figures presented, 3 million rubles were allocated to support the district's territories, of which 550,000 rubles went to material assistance for people in difficult life situations; the deputy held 33 citizen receptions and considered 67 appeals[3]. Of the meeting she said: "I have not for a long time seen such an engaged, lively, caring audience as in Diveyevo"[3].

On June 1, 2023, Children's Day, pupils of Sarov boarding school No. 9 received a rehabilitation play complex purchased with funds from the Territory Support Foundation[8]. "Special children require special attention and care," Makarova commented[8]. In 2022, with her financial support, first-graders from large families received backpacks and school supplies under the "Get a Child Ready for School" project, and badminton rackets were purchased for hearing-impaired players along with equipment for swimmers with musculoskeletal impairments[3]. At the Mother's Day concert on November 28, 2025, at the Mechta club in Sarov, an interactive panel purchased with her support by the Center for Extracurricular Work was used[9].

In the influence ranking of ZSNO deputies published by the outlet "Nizhny Seychas" on August 20, 2026, Makarova placed 37th with a score of 39 points and was assigned to the "Outsiders. Weak Influence" group[10].
