The State-Funded Institution of Nizhny Novgorod Region "Main Directorate of Automobile Roads" (GUAD) is a regional body responsible for the development, maintenance, and repair of the public road network in Nizhny Novgorod Region. It was established by order of the Government of Nizhny Novgorod Region; the institution's website has been recorded in web archives since December 2008.[2] It is located at 12 Kerchanskaya Street, Nizhny Novgorod (Kanavinsky District), within walking distance of the Strelka Metro Station.[4]
Objectives and Activities
The principal objectives of GUAD are: developing the public road network, maintaining and repairing the existing territorial road network, and ensuring safe and uninterrupted traffic flow throughout Nizhny Novgorod Region.[2] The institution acts as a contracting authority for road works: in 2026, for example, GUAD announced an open tender for the construction of a temporary bypass road in Bogorodsky District valued at 29.5 million rubles.[1] The institution works in cooperation with the Ministry of Transport and Roads of Nizhny Novgorod Region and participates in federal programs, including the national project "Safe and High-Quality Roads" (BKAD).[2]
Oversight of Contractors
GUAD supervises the fulfillment of road maintenance contracts. In October 2024, the institution initiated the termination of a contract with LLC Nizhegorodavtodor, which had been servicing roads in Urensky and Vetluzhsky Districts. The contract had been in force until 30 June 2025. Inspections of the contractor's operational facilities, conducted by GUAD jointly with prosecutors' office staff and representatives of district administrations, revealed a low level of readiness for winter road maintenance; repeated orders to remedy violations were ignored by the contractor. Following an on-site inspection on 29 October 2024, a unilateral notice of contract termination was published in the Unified Information System for Public Procurement, and the contractor was given ten calendar days to rectify the situation. In the event of final contract termination, a state of heightened emergency preparedness was envisaged, which would have allowed a new contract to be concluded with a sole supplier without competitive bidding procedures.[1]
Involvement in Traffic Restrictions
GUAD introduces temporary restrictions on strategically significant sections of the regional road network. In the summer of 2026, the institution organized alternating single-lane traffic on the dam of the Nizhny Novgorod Hydroelectric Station — the only road crossing of the Volga at that point on the Linda–Gorodets–Zavolzhye route. The restrictions were introduced on 6 July 2026 and were planned to remain in effect until 31 August inclusive; however, road workers completed the works ahead of schedule, and full two-lane traffic was restored as early as the evening of 30 August 2026.[2]
