The Council on Land and Property Relations under the Government of Nizhny Novgorod Region is a standing collegial body under the regional government that considers applications for the allocation of land plots from regional ownership for investment, infrastructure, and social projects. Among the key participants in its sessions are the Region's Minister of Property and Land Relations Sergey Barinov and Deputy Chairman of the regional government Artur Batursky.[1]

Procedure

The Council holds regular sessions at which investors and municipal customers present applications for the lease or allocation of land plots. Following discussion, a decision is made to approve the application, reject it, or send it back for revision. In contentious cases, the positions of the City Hall, the relevant ministries, and oversight bodies are taken into account, in particular the Ministry of Emergency Situations (EMERCOM).[1] The Council's approval does not replace permitting procedures: after a positive decision, the investor must complete all required approvals before work begins.[5]

Projects under consideration

At its sessions, the Council approves plots for a wide range of facilities: industrial enterprises, logistics centers, hotels, sports and recreational facilities, and social infrastructure. In June 2022, the Council approved the possibility of concluding a concession agreement for the design, construction, and operation of a cable car across the Oka. The private concession initiative came from the Moscow company OOO Urbantekh; the planned length of the line was 3,390 meters, the construction period was no more than 30 months from the signing of the agreement, and the route was to connect the Zarechnaya metro station on the left bank, via an intermediate point near Bauman Street, with Gagarin Avenue near the Palace of Sports in the Upper Town.[7] At the session of March 2, 2023, the allocation of plots for 13 projects with a total value of 3.6 billion rubles was approved, including a plot of 25,260 square meters for the construction of a terraced park in the Pochaina Ravine.[6] In March 2022, the Council approved the allocation of plots for two automobile production facilities in Avtozavodsky District and Sormovo with total investment of about 76 million rubles.[3]

At its meeting on September 16, 2026, the Council considered several major applications. The Council approved 13 investment projects totaling 6.4 billion rubles, with the creation of more than three thousand jobs.[2] Among them, a plot of 22.49 thousand sq. m in Dzerzhinsk was approved for the construction of a crematorium complex costing 335 million rubles (the investor is Spetskomplekt LLC); the project timeline is 30 months.[4][5] At the same time, plots were approved for a high-purity chemistry center costing 1.4 billion rubles at Lobachevsky State University of Nizhny Novgorod (UNN), a private industrial park costing 1.1 billion rubles in Dzerzhinsk, and hotels totaling 120 million rubles in two districts of the Region.[2]

At the same meeting, support was denied to OOO Tennis School 28: the company had requested a plot of 8.9 thousand sq. m at 6b Druzhaeva Street in Avtozavodsky District for a tennis complex costing 150 million rubles. The Nizhny Novgorod City Hall and the Ministry of Emergency Situations (EMERCOM) spoke against it: the territory has been reclassified as a recreation zone. Minister Barinov supported the city's position, and Artur Batursky promised to find the investor an alternative plot.[1]
