On September 28, 2026, the installation of a monument to Dmitry Nikolayevich Zamyatnin — Minister of Justice of the Russian Empire (1864–1867) and a native of Nizhny Novgorod Governorate — began on Bolshaya Pokrovskaya Street in Nizhny Novgorod.[1] The monument is being placed in front of the building at Bolshaya Pokrovskaya, 18, where the Assembly of the Nobility was located in the 19th century and where the Sverdlov House of Culture now stands.[2]

History of the decision

The initiative to erect the monument was put forward by the Nizhny Novgorod regional office of the Ministry of Justice of the Russian Federation. The decision to immortalize Zamyatnin's memory was adopted by the deputies of the Nizhny Novgorod City Duma at an extraordinary session on June 11, 2026.[1]

Progress of works

During the installation, the area around the Sverdlov House of Culture was fenced off. According to the project specifications, the installation work was planned to be completed by mid-October 2026.[2]

Dmitry Zamyatnin and his connection to the Nizhny Novgorod region

Dmitry Zamyatnin was born into a noble family at the family estate in Gorbatovsky Uyezd of Nizhny Novgorod Governorate. From 1840 to 1863, he held the posts of Herald Master, member of the Consultation, and manager of the Ministry of Justice. From 1864 to 1867, he served as Minister of Justice of the Russian Empire.[1] Under his leadership, judicial statutes were developed and brought into force, enshrining the principles of judicial independence, open court proceedings, and trial by jury. On Zamyatnin's personal initiative, cruel corporal punishments were removed from sentences.[1] According to opennov.ru, he held the post of Minister of Justice from 1862 to 1867 — a formulation that differs slightly from the date given by GTRK Nizhny Novgorod (1864–1867).[2]
