Key facts of his career

He has served in the Civil Defense system of the Russian Emergencies Ministry since 1976, and since 2002 has been director of the state supplementary-education institution "Training and Methodology Center for Civil Defense and Emergency Situations of Nizhny Novgorod Region." A participant in the cleanup of the aftermath of the Chernobyl nuclear power plant disaster in 1986–1987, and in a number of emergency rescue operations providing aid to affected populations. Author and co-author of more than 50 methodological and instructional manuals and recommendations on organizing and carrying out civil defense measures, on preventing and protecting against emergencies, and on training the population to act in emergency situations, both in peacetime and wartime, across the region. He has been awarded state and departmental honors.
