Consular districts
The Nizhny Novgorod honorary consuls are responsible for more than just their own region. The Austrian consul's district covers fourteen regions — from Bashkortostan and Perm Krai to Saratov and Ulyanovsk Oblasts. The Abkhazian consul's district encompasses eight regions, and the Maltese consul's covers the entire Volga Federal District. The Armenian, Bosnian, and Kyrgyz consuls work within the boundaries of Nizhny Novgorod Region [2].
Because of this, the city serves as a consular point not only for Nizhny Novgorod residents: people from across half the Volga Region and the Urals come here for Austrian matters [2].
What an honorary consulate does
An honorary consulate is not a visa office. Its work falls within the sphere of bilateral relations: economics, science, culture, and the exchange of information [3].
This is borne out in practice. At the opening of the Kyrgyz honorary consul's office, both sides named specific areas of focus: tourism and high technology, science and education, agriculture and mechanical engineering, exhibitions of Kyrgyz art and crafts, and concerts of traditional music [4]. The consulate was headed by the director of a Nizhny Novgorod IT company, Vadim Yun, and the Governor said at the opening that the consulate would make the region more attractive to investors [4].
Cooperation between Austria and Russia has enormous potential in the economic, financial, scientific, and cultural spheres. The main task of the honorary consulate is to realize this rich potential of the two countries. [3]
How the picture has changed
The consular presence in the city has changed more than once in recent years. In 2014, a Slovenian visa center began operating in Nizhny Novgorod at Osharskaya Street, 16; at the same time, the Nizhny Novgorod honorary consulate of Slovenia became the third in Russia [5].
By the time the Kyrgyz consulate opened, the city already had missions representing Abkhazia, Austria, Armenia, Bosnia and Herzegovina, and Malta, while the Belarusian general consulate was still in preparation: Building 11 of the Kremlin was being considered for it [4]. In the current Russian Ministry of Foreign Affairs list, the Belarusian establishment is recorded as an embassy branch and occupies Building 2 [1].
