Anton Aleksandrovich Greben is a deputy of the Legislative Assembly of Nizhny Novgorod Region, a member of the "United Russia" faction, and deputy general director for public relations — head of the center at LUKOIL-Nizhegorodnefteorgsintez LLC [1]. He has sat in the regional parliament since September 2019: he won single-member district No. 20 (Kstovo District) — the territory around LUKOIL's Kstovo oil refinery, where he works — in a by-election, succeeding the previous deputy, the general director of the same enterprise [2][3]. In 2021 he was re-elected in the same district for the 7th convocation [4].

How he got the district

Before Greben, district No. 20 was held by Alexei Kovalenko: in the 2016 election he ran in this district as general director of LUKOIL-Nizhegorodnefteorgsintez LLC and head of the city of Kstovo [5]. In 2018 Kovalenko was transferred to head PETROTEL-LUKOIL JSC in Romania, and on March 28, 2019 he resigned his deputy mandate early: "Effectively running a large industrial enterprise outside Russia while at the same time taking part in drafting legislative initiatives for Nizhny Novgorod Region is a difficult task to combine" [2].

In the same statement Kovalenko named who would continue the company's work in the district: "The LUKOIL team are top-level professionals who will carry on the work in this area. One of them is Anton Greben, deputy general director for public relations at LUKOIL — Nizhegorodnefteorgsintez" [2].

A by-election for the deputy seat in district No. 20 was scheduled for September 8, 2019 [6]. Greben received 58.15% of the vote, Communist candidate Alexander Lyadimov — 24.77%, Viktor Polozkov (LDPR) — 8.86%, Vladimir Piyashov ("A Just Russia") — 4.98%, with turnout at 15.17%; the regional election commission confirmed the overall results at its session on September 9 [3].

In the Legislative Assembly

In September 2021 Greben was re-elected in the same district, receiving 22,346 votes; at the time, candidates nominated by the regional branch of "United Russia" won all 25 single-member districts in the region [4].

On March 27, 2025 the Legislative Assembly unanimously, in two readings, passed a law merging Nizhny Novgorod and Kstovo Municipal District: the new municipal entity received the name "Nizhny Novgorod urban district," the territory of Kstovo District was renamed by law "Kstovo Raion," and the number of deputies on the city Duma grew from 35 to 39. At the same time, a lawsuit was under court review seeking to declare unlawful the decision of Kstovo deputies to support the merger [7]. The merger went ahead: in December 2025 the city Duma adopted the 2026-2028 budget for the already-merged Nizhny Novgorod and Kstovo District [8]. Thus Greben's electoral district became part of the regional capital.

In August 2026 the outlet "Nizhny Seychas" placed Greben 18th in its influence ranking of Legislative Assembly deputies, in the "medium influence" group: his 148 points are made up of three scores — influence 60, recognizability 40, and information activity 48 [1]. In its review of the convocation's results, the same outlet lists him among nineteen deputies who are businessmen and top managers and notes him as one of the youngest in the Assembly: in September 2026 he will turn 45 [9]. Elections to the 8th convocation are scheduled for September 20, 2026; by the end of the 7th convocation the Assembly's membership had shrunk from 50 deputies to 46 [10].

Outside parliament

As head of public relations for the oil refinery, Greben runs the company's social programs in his own district. On March 2, 2022 he visited the Kstovo Museum of Local History and Folk Culture Center "Beregina," where, according to him, cosmetic repair work had been carried out with LUKOIL's support. The center's director, Natalya Titova, said at the time: "For a long time the premises were in poor condition because of a leaking roof. Now all the exhibition halls have been repaired, everything is clean and attractive, and our regular visitors have already noticed." More than 370 children and 60 adults attend the center's 24 clubs [11].

In early September 2022 Greben inspected the completed repair work at kindergarten No. 34 in the Selektsionnaya Stantsiya settlement and at school No. 8 in Kstovo. At the kindergarten, walls were leveled and painted, the linoleum was replaced, the ceiling was painted, new light fixtures and doors were installed, and the music room was renovated; in the second-floor classrooms of the school, wooden windows were replaced with plastic ones thanks to LUKOIL's support, and plumbing fixtures were purchased to repair the heating system in the pool of the school's "Vodyanoy" children's recreation center. "Safety always comes first for us. I'm very glad we managed to replace the windows at the school before the new school year," the deputy said [12].
