The Government House in the Nizhny Novgorod Kremlin is an administrative building whose construction began in 2007 and stretched on for nearly two decades. Construction was initiated by Governor Valery Shantsev; the building was originally planned to be commissioned as early as 2008.[1] The facility was built as Nizhny Novgorod Region.
Construction History
Work began in 2007, but was halted a year later without proper preservation of the structures, which subsequently required the demolition of some already completed elements. In 2010, construction was officially suspended due to a lack of funding; for several years, no work was carried out on the site at all.[2][2] The project was originally scheduled for completion by 2023, but deadlines were repeatedly pushed back due to insufficient funding.[1]
Later, the plan to commission the building all at once was abandoned in favor of phased handover: the third block was commissioned in 2018, the second in 2020. By the time the first block was completed, the two previously commissioned blocks housed the Nizhny Novgorod Region Electoral Commission, the Ministry of Culture, and the regional Ministry of Digital Development.[1][1] Work on the first block took the longest of all. The building was designed by Alexander Khudin, chief architect of the Arkhitektonika scientific and production enterprise; the building has four levels and stands approximately fifteen meters tall, with its architectural style defined as postmodernism — some Nizhny Novgorod residents compared its appearance to St. Peter's Basilica in the Vatican on account of its semicircular columns and unusual domes, while Khudin himself explained the stylistic choice as a necessity to fit the structure into the Classicist Kremlin.[2]
Completion of Construction
By October 2025, the facility was 95% complete; the façade was fully finished, while construction, installation work, and utility routing were still under way on the grounds. The regional government property management office explained that halting construction at this stage would have cost more than completing it — each year funds would have had to be spent on maintaining the structures and engineering systems.[2] Approximately 152.6 million rubles were allocated to complete the work, with the contract signed for a slightly lower sum; the construction completion deadline was set for 15 December 2025. According to the public procurement portal, the contract for completing the first block covered the installation of windows and doors as well as the routing of internal electrical supply and sewage networks; the contracting authority was the Nizhny Novgorod Region government property management office.[3][2]
In May 2026, the regional government property management office announced the completion of construction: the facility was deemed to comply with its design documentation, and the relevant conclusion was issued. At the time of the announcement, the documentation package required to obtain a commissioning permit was being assembled.[1] The question of which executive bodies of the Nizhny Novgorod Region would actually be housed in the building remained open at that point.[1]
