Yulia Anatolyevna Garevskaya (born 25 February 1966) is an obstetrician-gynecologist, chief physician of City Clinical Hospital No. 29 in Nizhny Novgorod, and Hero of Labour of the Russian Federation (2020). Since April 2026 she has been a deputy of the Regional Legislative Assembly of Nizhny Novgorod Oblast of the 7th convocation, United Russia faction [5][6]. She received the title of Hero of Labour for organizing the work of a COVID hospital based at her hospital during the first wave of the pandemic [1][2].

Biography

She was born on 25 February 1966 into a family of university lecturers; sources disagree on her birthplace: Geroi Strany names Gorky [1], while Nizhny Seychas names Kstovsky District [4]. In 1983 she graduated from secondary school No. 32, and in 1990 from the Gorky Medical Institute with a degree in general medicine, after which she completed an internship in obstetrics and gynecology [1].

From 1991 she worked for about seven years as an obstetrician-gynecologist at the Varnavino Central District Hospital. In 1998–2000 she studied in clinical residency; from 2000 she was deputy chief physician for obstetric and gynecological care at Hospital No. 29 in Nizhny Novgorod, and from 2004 chief physician of that hospital [1][4].

Outside parliament

Hospital No. 29, which Garevskaya heads, specializes in obstetrics and gynecology. In March 2020 it was among the first in the region to be repurposed for treating COVID-19 patients: 100 beds were set up, including 10 intensive care beds; more than 400 patients were hospitalized in the first months. Garevskaya herself contracted coronavirus with bilateral pneumonia and, isolating in her own office, continued by phone to coordinate matters of equipment and medicine supplies [2].

By decree of the President of the Russian Federation of 21 June 2020 she was awarded the title of Hero of Labour of the Russian Federation [1]; she became one of five Russian physicians honored with this title for fighting the pandemic [2]. She holds the highest qualification categories in obstetrics-gynecology and in health care organization [1][4], and is a member of the council of chief physicians under the regional health ministry (member since 2020, secretary since 2021) [4].

In the Legislative Assembly

Garevskaya entered the 7th convocation of the Legislative Assembly through a replacement: the mandate vacated after the early departure of Andrei Melin, elected head of Pochinkovsky District, was transferred to her by the regional election commission on 16 April 2026 from the United Russia party list — in the 2021 election Garevskaya had run first in territorial group No. 8 [7]. On 30 April 2026 she took the deputy's oath [3].

She joined the United Russia faction and two committees — on social affairs and on ecology and natural resources [3][5][6]. Speaker Yevgeny Lyulin stated at the session: "Admitting a Hero of Labour of Russia into our ranks is a great honor for the entire body of deputies" [3].

In the 2026 influence ranking of ZSNO deputies by the news agency Nizhny Seychas, the newcomer to the convocation was placed in the "medium influence" group [5].

Even before receiving her mandate, in March 2026, State Duma deputy Vadim Bulavinov announced that he would not run in the new election and would support Garevskaya's nomination in the United Russia primaries for the district covering the Kanavinsky and Moskovsky districts of Nizhny Novgorod, Dzerzhinsk, and the Volodarsky and Balakhninsky districts [4].
