Fyodor Vasilyevich Annenkov was a Nizhny Novgorod Governor) of the mid-19th century, holding the post after Urusov Mikhail Aleksandrovich. He was known for his liberal views on the administration of city institutions.
Activity in Nizhny Novgorod
During Annenkov's governorship, Ieremia (Bishop of Nizhny Novgorod) (who held the see from 1851 to 1857) approached him with a petition to allot land for the construction of a parish church in the area of what is now Lyadov Square. A plot at the intersection of Kanatnaya and Nemetskaya streets was allocated, and in 1860 a church in honor of the Moscow hierarchs was built there.
Annenkov took a liberal approach to the conditions of confinement at the Nizhny Novgorod prison: he ordered the removal of the so-called "umbrellas" — wooden shields that covered the outside of the cell windows a bit more than halfway. These devices had first been installed under his predecessor M. A. Urusov in 1853 and were especially hated by the inmates. However, by the 1870s the "umbrellas" had reappeared on the prison's windows.
