The Yuri Bortnikov case was a criminal case of 2025–2026 against Yuri Bortnikov, acting head of the Nizhny Novgorod Region government's administrative affairs department, which ended with a court verdict of acquittal.
Charges and arrest
Bortnikov was detained in February 2025.[1] He was initially charged under Part 4 of Article 160 of the Criminal Code of the Russian Federation (embezzlement on an especially large scale), which carries a penalty of up to ten years' imprisonment.[1] According to the investigation, in 2023 RUB 5.38 million from the regional budget was allocated to renovate a 150-square-meter official apartment on Slavyanskaya Street, which was rented by Yuri Ilyin, a former deputy governor of the Nizhny Novgorod Region.[2][3] Bortnikov himself did not admit guilt.[2]
The gravity of the initial charge enabled the investigation to secure Bortnikov's placement in pretrial detention.[1] Later, when considering the preventive measure, the court noted that the materials presented showed few signs of theft and transferred the accused to house arrest.[1] However, after a reference to a violation of the house arrest regime appeared in the case materials, Bortnikov was placed back in the detention center.[1]
Reclassification of the charge
At the stage of referring the case to court, which concluded in February 2026, the investigation dropped the embezzlement charge and reclassified Bortnikov's actions as abuse of official authority under Part 3 of Article 286 of the Criminal Code of the Russian Federation.[1] Later the classification changed once more — to misuse of budget funds.[2][3] Thus, Bortnikov spent almost a year in custody on a charge that the investigation ultimately abandoned. In total, Bortnikov spent nine months in a pretrial detention center before the acquittal was handed down.[4][1] Bortnikov's lawyer stated that the criminal prosecution had begun prematurely and that a preliminary inquiry would have immediately shown the absence of any corpus delicti.[3] Regional authorities also reported that they saw no obvious damage to the budget from the renovation of official housing.[2]
Acquittal and Subsequent Fate
In July 2026, the court handed down an acquittal and dropped all charges against Bortnikov. The verdict was issued by the Nizhegorodsky District Court on July 17, 2026, which found no corpus delicti.[4][3] After the acquittal, the former official became entitled to demand compensation for the time spent in custody as part of rehabilitation. However, he waived this right.[2][3] According to the lawyer, Bortnikov regarded what had happened as a failure of the system and decided not to pursue further proceedings against the state.[2] After the process concluded, the ex-official left Nizhny Novgorod.[2][3]
