Sergey Viktorovich Boryakin (born March 29, 1962[2]) is a deputy of the VII convocation of the Legislative Assembly of Nizhny Novgorod Oblast[1], a member of the "United Russia" faction, whose main occupation is individual entrepreneur[1][2]; he received his mandate on the "United Russia" party list[2]. The deputy's electoral district covers five northern municipalities of the region[5] — the Kovernino, Varnavino, Voskresenskoye, Krasnye Baki and Semyonov municipal okrugs[3]. Boryakin is the founder of the "Ros'" charitable foundation[4].

Biography

He was born on March 29, 1962[2]. In the profile card of the "Voter — Deputy" project, his level of education is listed as "higher education — specialist degree, master's degree," and the educational institutions named are the Gorky Civil Engineering Institute named after V. P. Chkalov (1984) and the All-Union Correspondence Civil Engineering Institute (1990)[2].

The deputy's stated place of work is individual entrepreneurship[2]. Boryakin's constituency office operates in the urban settlement of Kovernino at 24 K. Marx Street; it is run by the deputy's assistant, E. A. Lebedeva[3].

Outside parliament

Boryakin is the founder of the "Ros'" charitable foundation[4]. The foundation financed the construction of a children's playground, which officially opened on June 22, 2023, in the church park[4].

With the deputy's support, the "Ros'" foundation runs a regional children's drawing competition, "Along the Roads of Memory." The results of the competition, dedicated to the 81st anniversary of Victory Day, were announced at the Children's Art School in the city of Semyonov; the Varnavino okrug administration reported the results on May 26, 2026, noting that the competition had received more than 2,500 entries from 14 districts of the region[12].

Around the New Year holidays, the deputy takes part in charitable initiatives: a January 19, 2024 publication by the Kovernino okrug administration mentions participation in the "Christmas Tree of Wishes" campaign, New Year's gifts for children from families in difficult life circumstances and for pupils of the Bolshoye Krutovo special-needs school, as well as vitamin and fruit packages for the school and the residential care home in the village of Belbazh[10]. The same publication reports that large grocery packages were presented to female participants and widows of participants of the Great Patriotic War living in the district by E. V. Sarminsky, general director of the "Ros'" charitable foundation, and N. N. Glukhova, head of the social protection department and chair of the Kovernino women's council branch[10].

In the Legislative Assembly

In the Legislative Assembly of Nizhny Novgorod Oblast, Boryakin belongs to the "United Russia" faction and serves on three committees: on the agro-industrial complex and rural development; on ecology and natural resources; and on economics, industry, support for entrepreneurship, trade and tourism[3].

The deputy's report for 2024 was presented on March 26, 2025, in the conference hall of the Kovernino municipal okrug administration. According to the report, 332 appeals were received and processed over the year, 80 of them within the Kovernino okrug, and 21,934,000 rubles were allocated to programs, projects, cooperation with organizations and targeted financial assistance, including 3,414,000 rubles within the Kovernino okrug. The deputy listed the projects "Nothing Is Forgotten! No One Is Forgotten!," "We Give Joy," "Help Is Needed," "Rehabilitation of Children and Adults with Disabilities," and "World of Sport"[3]. Addressing the residents of Kovernino, the deputy said: "This is the only reason I became a deputy — to be truly useful: to help those who find themselves in a difficult situation, to support those doing great and important work for the good of others, to genuinely take part in the life of our districts"[3]. The deputy presented a similar report to residents of the Varnavino okrug on March 26, 2025[11].

For 2023, the newspaper "Koverninskiye Novosti" cited the following figures: 26,829,575 rubles allocated to the implementation of the deputy's programs and projects (the newspaper clarified that this included funds from both the deputy's fund and the "Ros'" charitable foundation, of which he is the founder), and 277 citizen appeals; among the projects listed was "We Don't Abandon Our Own" — more than 11 million rubles in aid to participants of the special military operation[5].

The deputy holds personal receptions in the districts. On October 17, 2023, in Varnavino, discussions covered the material and technical base of supplementary-education institutions, area improvement, support for people with limited mobility and low-income residents, and fixing shortcomings in the resettlement of residents from dilapidated and unsafe housing to the Severny settlement[8]. On May 17, 2024, at a reception in Kovernino, issues discussed included the long-standing problem of drinking water quality in the Zauzolskaya part of the settlement and assistance to a disabled person with the purchase of a bicycle[6]. On May 28, 2025, in the Varnavino okrug, the deputy reviewed appeals concerning water-supply repairs for a large family in the village of Bazhino, the purchase of a hearing aid for a home-front worker, the organization of the "Young Patriots of Their Fatherland" festival, and the purchase of exhibition equipment for a children's art school; regarding the family, he additionally offered free timber assistance[7]. On March 13, 2025, Boryakin presented the jubilee medal "80 Years of Victory in the Great Patriotic War of 1941–1945" to home-front worker Z. P. Loginova in Kovernino[9].

In a ranking of the influence of Legislative Assembly deputies published by the news agency "Nizhny Seychas" on August 20, 2026, Boryakin placed 35th with 45 points and was placed in the group "Outsiders. Weak influence"; the ranking was compiled from assessments by invited experts across three criteria — influence, name recognition, and informational activity[1].
