Bezvodnaya Street is a street in the Avtozavodsky District of Nizhny Novgorod, located east of Chkalov Airport. In the 2020s it gained urban-planning significance in connection with plans to build a large congress and exhibition center, "Nizhny Expo."[2]

Construction of the "Nizhny Expo" Congress Center

In June 2025, during the St. Petersburg International Economic Forum, the government of Nizhny Novgorod Region and the joint-stock company "Regional Airports Management Company" signed a cooperation agreement for the implementation of the "Nizhny Expo" project. The declared investment volume exceeded 18 billion rubles.[2] A site for construction was allocated on Bezvodnaya Street, on the eastern side of the airport.[2]

That same month, the Ministry of Urban Development and Agglomeration Development of Nizhny Novgorod Region issued the joint-stock company "Nizhny Novgorod International Airport" (JSC MANN) its first permit to prepare a planning and land-surveying project (PPM) for the territory. The initial parameters provided for a site of 27.8 hectares, a built-up area of 77,840 sq. m, and a total floor area of 103,650 sq. m for a two-story building. JSC MANN committed to preparing the documentation at its own expense by June 11, 2026.[2]

In late September 2026, the Ministry of Urban Development issued a new permit to replace the previous one. The complex's parameters were adjusted: the site was expanded from 27.8 to 29.3 hectares, the built-up area was reduced from 77,840 to 69,070 sq. m, and the total floor area of the building was increased from 103,650 to 116,890 sq. m. The number of stories was changed from a fixed two to a variable one to three. All parameters are subject to refinement during project development. The deadline for preparing the documentation was extended to September 28, 2027.[1]

The future complex is planned to include exhibition halls, congress areas, a hotel, and service infrastructure facilities.[2]
