Konovalov Anatoly Vasilyevich (born April 20, 1950, in the settlement of Pizma, Tonshaevskiy District, Gorky Region) — head of local self-government of Tonshaevskiy District of the Nizhny Novgorod Region from 1996, and chairman of the Zemsky Assembly; he led the district for a quarter of a century, until its transformation into a municipal okrug in January 2021.[1][2][3]
The Forest Povetluzhye
He was born in the north of the Region, in the settlement of Pizma in Tonshaevskiy District — the very place from which The Pizhma River originates, in an area considered part of Povetluzhye.[1]
Tonshaevskiy District is the northernmost in the Nizhny Novgorod Region, forested and remote from the regional capital, and Konovalov's entire career prior to his election as head was connected with forestry.[1]
He began his working life in 1966 at the Altsevsky construction and assembly site. From 1971 to 1986 he worked at the Tonshaevsky inter-farm forestry enterprise, and from 1986 to 1996 at the Pizhemsky forestry enterprise of the joint-stock company Pizma. In 1999 he graduated from Lobachevsky University with a master's degree in management.[1]
Twenty-five years at the head of the district
He was elected head of local self-government of Tonshaevskiy District in 1996, simultaneously serving as chairman of the district Zemsky Assembly.[1][4]
During his tenure the district repeatedly took first place in assessments of local government effectiveness, was awarded the honorary standard of the Governor of Nizhny Novgorod Region, and won the regional review competition for the title of best municipal formation in the Region in the sphere of public amenities and road management.[2]
Through regional and federal programmes, kindergartens and housing for resettlement from dilapidated stock were built in the district; veterans of the Great Patriotic War and orphaned children were provided with housing; and the road network was comprehensively renovated. At the end of 2018 a sports and fitness complex was opened in Tonshaevo; around five hundred children attend the Tonshaevo sports school.[4][2]
Betting on entrepreneurs
A distinctive feature of Tonshaevo's economy is an unusually high share of small business for a rural district: entrepreneurs accounted for 55 percent of those employed in the district's economy, and their contribution to the budget's own revenues exceeded half.[4]
The district's own revenues were sufficient to maintain schools, kindergartens, community centers, hospitals, roads, and engineering infrastructure, and to pay the salaries of public-sector employees.[4]
We are grateful to our entrepreneurs, who not only do not move their businesses to other districts but expand them, provide employment to the local population, and contribute to the local budget.[4]
An okrug instead of a district
On January 21, 2021, the administration of Tonshaevsky municipal district, which had operated since 2002, ceased to exist: the district was transformed into Tonshaevsky municipal okrug, whose administration was headed by Stanislav Yuryevich Stremin.[3][5]
Konovalov remained in local politics as a deputy of the Council of Deputies of Tonshaevsky municipal okrug. In September 2022 he was included in the gallery of fame of the biographical encyclopedia "The Best People."[2]
