Alexey Aleksandrovich Rybolovlev (born 1984 or 1985, Gorky) is a Russian municipal official who served as head of the administration of Nizhegorodsky District of Nizhny Novgorod from 2023 to 2026, and then as head of the administration of Kstovsky District of Nizhny Novgorod Region.
Education and early career
He received his higher education at Nizhny Novgorod State Technical University named after R. E. Alekseev, in the specialties "Materials Science," "Materials Science and Technology," and "Organizational Management."[1] He began his career in commercial organizations and then moved into municipal service, holding the posts of head of the landscaping department, head of the department of utilities and landscaping, and head of the department of landscaping and road maintenance in the administration of Leninsky District of Nizhny Novgorod.[1] From 2017 to 2019 he worked as deputy director for landscaping at one of the district management companies (DUK) in Sormovo District.[1]
Work in Sormovo District
In late 2019, Rybolovlev became first deputy head of the administration of Sormovo District.[1] During the period when he was acting head of the district, in 2020, he was fined for dragging his feet on responding to citizens' appeals.[2] His direct superior at that time was Dmitry Sivokhin, who later became first deputy mayor of Nizhny Novgorod; a number of publications described Rybolovlev as Sivokhin's protégé.[2]
Head of Nizhegorodsky District
In March 2023, the Mayor of Nizhny Novgorod, Yury Shalabaev, appointed Rybolovlev head of the administration of Nizhegorodsky District, the central district of the city.[1] By then the post had been vacant for more than six months: the previous head, Ilya Lagutin, had left the post in August 2022, after which the district was temporarily led by Sergey Krutov as acting head.[2]
To fill the vacancy, an open recruitment competition was held with more than 40 candidates; 14 people advanced to the in-person stage, ten of them presented district development projects, and four reached the final stage.[3] Following an interview with the mayor, Rybolovlev was named the winner. Shalabaev described him as a young and ambitious manager with extensive experience in urban improvement, who had demonstrated a "deep understanding of the problems of the complex Nizhegorodsky District."[1][3] His first working day in the new post was March 9, 2023.[1]
Rybolovlev named improving the quality of life of the district's residents and guests, as well as raising the standard of maintenance of the street and road network, as his priority tasks.[1] In January 2024, he took part in the All-Russian campaign "Wish Tree" (Yolka zhelaniy), organized by the "Movement of the First" (Dvizhenie pervykh) together with Rosmolodyozh: he took from the holiday tree an ornament bearing the wish of six-year-old Dina Smirnova, who has developmental special needs, and gave her a visit to an equestrian club and a dolphinarium.[4]
Transfer to Kstovsky District
In October 2026, during a wave of personnel changes in the district administrations of Nizhny Novgorod Region, Rybolovlev was transferred to the post of head of the administration of Kstovsky District, succeeding Ivan Ulanov. Ulanov had headed Kstovsky District since 2022 and kept his post after the district became part of Nizhny Novgorod in 2025, leading the district administration until the change of leadership in October 2026.[5][6] Nizhegorodsky District, which he left, temporarily passed under the leadership of the first deputy. Shalabaev announced the appointment through his channel on the MAX social network. In presenting Rybolovlev to the Kstovsky District staff, Shalabaev described the district as a "difficult and large-scale" territory and stressed that the head's personal involvement in resolving day-to-day issues is especially important here. At the time of the appointment, Rybolovlev's total length of service in local government bodies was 15 years — a fact Shalabaev specifically drew attention to when introducing the new head to the district administration staff.[7][6]
