He was sent to work as chief engineer of the A. Zhdanov kolkhoz in the Gus-Khrustalny district of Vladimir Oblast. In May 1977 he was drafted into the army. After 1.5 years of service he returned to his former job. In 1979 he came to the village of Altunino and began working as an industrial training instructor at Altunino Secondary School. From July 1980 he worked as head of the organizational department, then Second Secretary of the Vacha district committee of the Komsomol (VLKSM). In 1983 he was transferred to work as an instructor of the agricultural department of the district committee of the CPSU. In February 1985 he was elected secretary of the party committee of the Lenin kolkhoz, then worked as director of the "Altuninsky" state farm (sovkhoz).
In November 1990 he was elected Second Secretary of the Vacha district committee of the CPSU. In 1991 he was elected chairman of the Vacha settlement Soviet, and after the reorganization, head of the settlement administration. On 18 July 1993 he was appointed head of the administration of Vacha district. In December 1996 and 2000 he was elected head of local self-government of Vacha district.
